ABOUT TENGERU INSTITUTE OF COMMUNITY DEVELOPMENT (TICD)
The TICD (formerly known as the Community Development Training Institute; CDTI-Tengeru) was legally established in the year 1963 and in 2013 became the Tengeru Institute of Community Development (TICD) under the Tengeru Institute of Community Development Establishment Order of 2013. The 2013 establishment order granted the TICD an autonomous status.
The institute is located 13 kilometers east of the city of Arusha, along the Arusha-Moshi highway. Her nearest neighbors are the Livestock Training Agency (LITA – Tengeru), Horticultural Research and Training Institute (HORTI – Tengeru), Tanzania Plant Health and Pest Authority (TPHA – Tengeru), and Tanzania Official Seed Certification Institute (TOSCI –Tengeru).
The institute has attractive surroundings together with relatively cool weather for the greater part of the year, an environment that is highly conducive for learning activities. For about 62 years the institute has been a fountain of knowledge and skills to thousands of community development professionals supporting community efforts towards national development.
The institute, whose parent ministry is the Ministry of Community Development, Gender, Women, and Special Groups, is fully accredited by the National Council for Technical and Vocational Education (NACTEV) and offers technical education and training, and it is one of the prominent institutions in East Africa offering technical education in community development and related specializations, research, outreach, and consultancy services.
TICD has, over the years, actively performed the traditional core and traditional roles of higher learning education institutions. These roles are teaching, research, and consultancy. The institute has been a center for knowledge creation on the community development discipline for more than five decades. As a competency-based training institution, TICD emphasizes knowledge creation, skills development, and attributes.
In response to the labor market needs and the changing dynamic in the education sector in the country, the institute is currently offering four (04) master’s degrees, delivered in blended (online & face-to-face) and full-time formats. These programs include a Master’s Degree in Community Development (MCD), a Master’s Degree in Project Planning, Monitoring & Evaluation (MPPME), a Master’s Degree in Gender & Human Rights (MGHR), and a Master’s Degree in Climate Change & Environmental Management (MCCEM).
Also, TICD offers Bachelor Degree in Community Development; Gender and Community Development; and Project Planning for Community Development.
For Diploma and Certificates Programmes, the Institute offers Community Development; Gender and Community Development; Project Management for Community Development; Human Resource Management; Social Work; Accounting and Finance; Local Government Management & Administration; and Public Health Management.

Mission
To produce community development experts with competencies that will enable them to engage communities, policymakers, and other stakeholders in promoting action and participatory research, planning, and implementation of gender-sensitive and inclusive development processes.

Functions of the Institute
Based on its mission that is geared towards enhancement of the effectiveness of community development processes, the institute is conducting training, research, consultancy, and outreach programs oriented in community development. As with other higher learning institutions, the major part of its activities lies in academics, research, and consultancy. Thus, the functions of the institute as stipulated in the Tengeru Institute of Community Development (Establishment) Order, 2013, include the following:
- Promote community, social and economic development by providing opportunities for the study of, and training in the principles, techniques and their practical application in all aspects of community development
- Conduct training programmes leading to professional qualifications in community development and other subjects as the board may, from time to time.
- Undertake, individually or jointly with person or persons, corporate or otherwise, within or outside the United Republic, research in the modus and techniques of community development and the like;
- Provide consultancy services to the public, private organizations and individuals at their request;
- Publish and disseminate materials produced in connection with the work and activities of the institute, including teaching manuals and materials textbooks, and results of any research carried out by the institute;
- To initiate, organize, and/or participate in both local and international seminars, meetingsand conferences relating to community development and development discipline in its entirety;
- To conduct examination for degrees, diplomas, certificates and other awards of the institute as approved by the National Council for Technical and Vocational Education;
- To develop professional technical information system that will promote community development at all levels;
- Establish faculties, departments, and/or centers within the institute for the organization and administration of its work and activities;
- Engage in self-reliance activities for effective financing and promotion of entrepreneurship;
- To establish and foster closer association with the universities, community development colleges and other institutions of higher education and promote international cooperation with similar institutions; and
- Perform any other function conferred upon the institute by or under this order.
